Community Survey
The goal of this survey is to collect feedback around the potential impacts on the cost of living, quality of life, regional travel patterns, and subsistence activities from the people living in the communities that could potentially be affected by future road connections. This survey will also help gauge community interest and document community concerns around future road projects.
Survey respondents will be eligible to be entered into a drawing for an Apple iPad.
Purpose
The Aleknagik to Koliganek Road Feasibility Study is an early-stage planning project to evaluate the potential for developing roads connecting the communities of Aleknagik, Portage Creek, Ekwok, New Stuyahok, and Koliganek. This study will evaluate possible routes between the communities, collect feedback from stakeholders on potential impacts (including social, cultural, and environmental impacts), and understand the possible economic benefits. This study does not propose the construction of a road system but instead focuses on determining if communities desire road connections and if a future road project is feasible.
What This Study Does
Considers the possibility of road connections between Aleknagik, Portage Creek, Ekwok, New Stuyahok, and Koliganek.
Evaluates both pros and cons of the potential roads including economic, environmental, social, and cultural considerations.
Identifies if communities want road connections or not.
Helps communities make informed decisions about road connection planning.
Identifies potential road corridors based on community input and traditional local knowledge.
What This Study Does NOT Do
Make decisions for communities.
Build roads.
Solicit input from outside interests.
Promote the Nuyakuk Hydroelectric Project.
Promote mining or resource development.

Initial Stakeholder Outreach
Outreach will include Cities, Tribes, Native corporations, State and Federal government agencies, regional support services, and other major stakeholders.
Data Collection
Planners will collect existing available data such as topography, land status mapping, cultural and historic properties, environmental and geotechnical information.
Stakeholder & Public Meetings (Round 1)
Planners will travel to each community to host a series of public meetings to gather the public’s feedback and opinions on the project and help planners identify potential routes based on local knowledge.
Public Survey #1
A public survey will be distributed to understand regional travel patterns, potential benefits or harms of proposed connections, and other data.
Preliminary Corridor Development
Planners will use data collected from public meetings and research to develop route options for inclusion in the draft reporting.
Draft A2K Study
Planners will develop a Draft Feasibility Study summarizing data collected, comparing route options, and describing planning considerations such as potential economic, environmental, cultural, and social impacts.
Stakeholder & Public Meetings (Round 2)
Planners will travel to each community to host a second round of public meetings to present the Draft A2K Study, collect comments, and answer questions from the public and stakeholders.
Public Survey #2
A second public survey will be distributed to understand community preferences on route options and overall impressions of proposed road connections.
Final-Draft A2K Study
The Draft A2K Study will be updated to Final-Draft based on public and stakeholder feedback. This deliverable includes a separate Geotechnical Report, Environmental Report, and Economic Analysis.
Final Stakeholder Meetings
The Final-Draft A2K Study will be posted online for final stakeholder and public review and comment. Planners will host virtual meetings to facilitate final discussions.
Final A2K Study Distribution
A Final A2K Study will be developed and distributed to stakeholders and published online. The Final Study can be used to guide communities with decision-making for future regional transportation planning.
